Allied flags on the west side of the D-Day Memorial's Victory Arch. The empty staff on the right is the normal location of the United States flag. By law, the US flag must be flown at half-staff until 12:00 noon on Memorial Day. Since the US flag cannot be displayed lower than any other country's flag on US soil, it was not flown at the beginning of the ceremony. Prior to the benediction, the colors were raised at 12:00 noon.
